It was written on the basis of new materials discovered in the archives of the Russian State Archives of the Navy, the Russian State Archives of the Far East and the Russian State Military Historical Archive with the support of the grant of the Russian Science Foundation “Military Theme in the Architectural and Spatial Development of the Far East”. The article examines the prerequisites for the creation of the Amur River Flotilla (ARF), the leadership role of the Committee for the Organization of Coastal Defense (Saint Petersburg), the choice of the location for the ARF base near Khabarovsk and problems with land allocation, as well as the construction of temporary ARF bases near Sretensk andBlagoveshchensk.
