Значение малых исторических городов в системе расселения России по-прежнему велико, в истории и культуре страны их население значительно. Однако процесс коммерческой урбанизации остановил их развитие. РААСН, начиная с 1990-х годов, исследует эту проблему, считая ключевым направлением их возрождения привлечение всех слоев горожан, совершенствование управления и нормативно-правовой базы. Приводятся различные примеры практик работы с исторической средой этого типа поселения.
