Abstract

This article examines how cultural heritage sites (CHS) shape local cultures and affect the outcomes of integrated territorial development (ITD) projects. Drawing on international policy documents (UNESCO, the Council of Europe) and Russian sources, it proposes a typology of the spatial integration of CHS within ITD projects: core, anchor, insertions, frame, and interstices. The paper identifies the effects and risks associated with each type and outlines approaches to assessing the contribution of heritage to territorial development.
