The case studies of Magnitogorsk and Stalinsk (Kuznetsk) show the formation of the structure of new urban settlements. The division of the Soviet urban planning into the official and unofficial branches is analyzed. The first one designed stone apartment houses for the Soviet elite of different levels. The second one created industrial workers’ settlements, which consisted of communal barracks.
